Many historic homes in the Valley have what appears to be a small crown molding mounted high on the walls, but short of the ceiling. This trim is a picture rail, used to offer a way to hang pictures without damaging the hard plaster walls.

I came across a source for the picture rail hooks and cord online. If you have an older home you might want to put your picture rail back in service.
